Job Description

Summary: The Grant and Contract Funding Specialist is responsible for identifying, pursuing, and managing grant and contract funding opportunities to maximize financial support for a Federally Qualified Health Center (FQHC). This role involves researching grant and contract funding sources, preparing compelling grant applications with all funder requested supporting documentation, and managing programmatic deliverables, including those required by HRSA through the Electronic Handbook (EHB) and Grants.gov. The Specialist must work autonomously to meet deadlines, ensure compliance with funder requirements, and communicate effectively with stakeholders to coordinate necessary inputs for successful submissions. Strong organizational skills and a proven ability to secure funding at federal, state, local, and private grant and contract funding levels are essential.

Areas of Responsibility:

Funding Research and Strategy

  • Lead efforts to identify and evaluate diverse grant and contract funding opportunities to support the mission and growth of the Federally Qualified Health Center (FQHC).
  • Market Analysis: Conduct in-depth research on federal, state, and local government funding sources, as well as private and non-profit grant opportunities, to identify programs aligned with organizational needs and priorities.
  • Strategic Prioritization: Maintain a comprehensive funding calendar that outlines application deadlines, renewal cycles, and reporting requirements to ensure strategic allocation of resources.
  • Collaboration: Partner with organizational leadership and program teams to understand funding needs, set priorities, and align grant applications with broader strategic goals.
  • Funding Strategy Development: Craft targeted funding strategies that leverage the organization’s strengths, align with funders’ priorities, and maximize funding potential across multiple streams.
  • Networking and Relationships: Build and maintain relationships with funding agencies and key stakeholders to stay informed about upcoming opportunities and changes in funding criteria.

Administrative and Reporting Duties

  • Maintain accurate and organized grant files in Sage Intacct, including application materials, budgets, and correspondence.
  • Track and report on funding outcomes, application success rates, and areas for improvement.
  • Support organizational compliance with funding requirements and audit processes.
  • Maintain Sage Intacct to track deadlines and submissions for opportunities, applications, and post award deliverables.

Grant Development and Submission

  • Write, edit, and submit persuasive grant proposals, narratives, and supporting documentation tailored to specific funding opportunities.
  • Ensure proposals align with organizational goals, funding priorities, and application guidelines.
  • Collaborate with internal and external stakeholders to gather necessary information and supporting materials.

Programmatic Management

  • Oversee HRSA programmatic deliverables and reporting requirements through the Electronic Handbook (EHB).
  • Manage grant submissions and post-award deliverables via Grants.gov and other platforms.
  • Monitor compliance with grant agreements and ensure timely submission of reports and documentation.

Stakeholder Communication

  • Serve as a point of contact for grant-related communications with internal teams, funding agencies, and partners.
  • Clearly articulate and communicate application requirements, deadlines, and deliverables to stakeholders.
  • Provide regular updates on grant status and funding outcomes.

Education/Experience:

  • Master’s Degree in Health Systems Administration, Health Administration, or related field preferred
  • Bachelor’s Degree in Business Administration, English, Public Administration, Public Affairs, Political
  • Science or related field required
  • At least 2 years of experience in a federally qualified health center setting preferred
  • Extensive relevant experience of 10 years or more in grant and contract writing, funding research, and programmatic management.
  • Extensive relevant experience (10+ years) in grant and contract writing, funding research, and programmatic management may substitute for formal education.

  • Proven success in securing and managing federal, state local, and private grant and contract funding
  • Excellent written and verbal communication skills with a keen attention to detail.
  • Strong understanding of the grant life cycle process, including grant seeking, grant writing, and the grant management process
  • Ability to manage competing priorities
  • Ability to understand health center needs for grant and contract funding
  • Knowledge of federal, state, local and private grant and contract standards and regulations
  • Strong time management and prioritization skills
  • Ability to track and manage programmatic and regulatory reporting requirements
  • Ability to communicate well with internal and external partners
  • Ability to exercise sound judgement and discretion
  • Strong ethical character capable of handling confidential and financial information

Language Skills : College-graduate English skills.
