Job Description and Duties

Under the general direction of the Program and Project Supervisor in the Natural Gas Unit within Energy Assessments Division (EAD), the incumbent independently leads and performs the most difficult and complex engineering, economic, policy analysis relating to California’s natural gas systems and infrastructure, and their interrelation with the electricity generation and transmission system for purposes of ensuring natural gas and electricity reliability. The incumbent serves as the EAD’s lead for California Energy Commission’s (CEC) role in assisting the state in the analysis of strategies and options for transitioning California’s electricity system from natural gas generation fuels to clean energy resources while maintaining electricity reliability to achieve the goals of the state’s transition to clean energy resources. As a subject matter expert, the incumbent utilizes a background in California’s natural gas resources and systems as well as the electricity generation and transmission system to provide expert consultative services on the feasibility, impact, or potential of a variety of operations, projects, or proposals. As a lead modeler and subject matter expert for the Natural Gas Unit, the incumbent is responsible for performing complex technical analysis of the state's natural gas system and developing contingency plans to maintain gas reliability for end-use customer demand and electricity generation. The incumbent translates the impacts of natural gas supply respective to California’s electric generation resource mix and policy goals, provides expert consultative services, coordinates with other agencies and the gas utilities, communicates findings and sensitive information, and prepares technical reports and presentations. These assignments require a high degree of knowledge, expertise, and skill beyond the journey level, and knowledge of California’s natural gas and electricity generation resources and systems. The incumbent works with management to implement strategy and with staff to develop work products and information that are accurate, objective, timely, and useful in meeting the CEC’s mission.  The incumbent provides mentoring to junior staff to develop technical expertise.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date.
